CPT4 concepts not in concept.csv file

I have been trying to download CPT4 via athena but it seems like when I do get the zip file it does not contain any CPT4 concepts on the concept.csv file. There is a EULA required on the required column as this might be the reason why?, but I am not sure how to comply? Thanks!

Have you tried cpt4.jar as described in README? According to CPT4's license, we are not allowed to distribute it. Therefore, we could not provide you with the concepts with all attributes (name, code, etc.). You need to get an API key from the UMLS and get it yourself through a cpt4.jar.
