Reproduce steps

Run IncrementVersion.ps1 from commit 992eb06d3da077e54229c15cf5cb36abeb5e0d8b

Expected result

The Versioning.props file should go to version 7.12.0

Actual result

The Versioning.props file goes to version 7.12.1
