Don't allow CSV file upload success/failure pop-up to disappear without user acknowledgement

It's taking more than a minute to attempt to upload a file, so I start doing something else. When I look back, there's no indication of what happened because the pop-up came and went. Make sure that it stays around.

I don't think this fix was deployed with R.0.9.5

The success window is still disappearing without being dismissed.
