Docker compose file at two places

I see, two docker-compose files at two different places. One is at top level. https://github.com/OCHA-DAP/hdx-ckan/blob/dev/docker-compose.yml

Second at. https://github.com/OCHA-DAP/hdx-ckan/blob/dev/contrib/docker/docker-compose.yml

Can you please explain the use of these two different ones.
