HDX dataset: activity stream research

The default recording of CKAN activity stream is not working very well. A research is needed and after this we can come up with final requirements

One feature of the activity stream that would be good to improve is that it record if resources of datasets are updated if they are changed through the package_update call rather than resource_update - currently the stream just says the dataset was updated.
