One-time CSW/GeoNode Import/Harvest

Although fully-automated integration with data producers via CSW may be useful, it would be hard to integrate into production worfklows and also maintain a good user experience. I like to provide a curated set of datasets on HDX rather than integrate all enterprise open data holdings as we do for data.gov.

Within that context, a one-time CSW import/harvest would still be extermely useful. There are many national-level GeoNodes, such as in Nepal, Dominica, Sri Lanka, and others. A one-way import that stages all the data from a GeoNode as datasets but keeps them private initially would reduce the complexity of integration for a GeoNode owner to just checking which datasets to make public rather than having to copy and paste the links and metadata.

This will be useful during disaster scenarios when staff in a disaster-affected country are very busy.
