OSM Integration: Edit in OSM Button

Since OSM imports are currently a manual process (for valid license and quality concerns), direct imports of data from HDX into OSM are still a ways off. However, there are still integration points that could be achieved in lieu of a more robust integration. The simplest and easiest would be to add an "Edit in OSM" button on the GeoPreview maps.

The button could open up the OSM iD editor in the current area OR allow the user to drop an OSM Note. Notes don't require any prior training in OSM or GIS.
