Quality Checked Flag not set on country centric indicators

I found that the "quality checked" flag is not set for the country-centric indicator datasets. I've confirmed with Javier that these datasets should be flagged as quality checked.

This includes any dataset where name is in the form: xxx_rw_indicators xxx_fts_indicators xxx_baseline_data

I suspect that we should NOT also flag these as indicators since the indicator page graph will not work and it probably results in an unnecessary call.
