Dataset View: Add a "Add File" button for users with rights to do so

We should revisit if we should call these resources instead of files, but just as we have a direct button for updating a resource, a button for adding a new resource would be really handy.

like the idea. can we do drag / drop to add files? screen shot 2015-08-31 at 1 23 06 pm

imaginary scenario:

  1. user with privilege (probably org admin only...) drag/drop the resources
  2. loading screen is displayed...file is uploaded
  3. (with the current contribute flow) it takes user to the edit mode page of dataset (eg. https://data.hdx.rwlabs.org/dataset/number-of-boys-enrolled-in-school/resource_edit/afc138c1-aada-4457-a8d4-c85ee45f7244)
  4. fill out forms + save
  5. takes user back to dataset page .....if there are multiple org admins, the rest of admins should be notified?

@cjhendrix is this what you were imagining? can you think of a better flow?
