Data Proxy: Incorrect date conversion

This dataset (the file) has monthly dates, like "Oct-2014". However, when previewed, days of the month are added like "2014-10-14T00:00:00" (the day value varies)

It's not unreasonable to convert the dates to standard format, but why the odd dates?

Seems like the resource changed and also the data is in the datastore. Is there another resource that causes the same problem ?
