[16.0] web_responsive: document_url module is not working properly when installed

Describe the bug

document_url module is not working properly when web_responsive is installed.

To Reproduce

Affected versions: 16.0.1.2.4

Steps to reproduce the behavior:

1. Install the document_url module.
2. Click the "attachments" icon.

Expected behavior "Files menu" is displayed below showing different attachment options.

Current behavior A standard "Select file to attach" system window is opened which is used to attach files from the local disk.

Once a file is attached "Files" menu with all options becomes visible.
