[NEW] membership_delegated_partner_line
Draft of new module to support delegation at the line level on invoices.

@rafaelbn Thank you, note we are giving this a real solid review on a copy of our odoo-community instance, so some updates to come. They will more likely be scripts and the like for people who tried to use associate members and realised they fail miserably.

@simahawk @sbidoul Where did we ever get to with this? I know we are using some variant in OCA prod working great, just not sure if this PR or some variant.
@bguillot must be the one who knows what we finally did on the OCA instance for this topic.
