[16.0][FIX] mail_composer_cc_bcc: send RFQ by email

  • when we send a RFQ by email, a notification message is also created to track change of state from RFQ to RFQ Sent
  • avoid sending an email for that notification

  • Check message_type: if notification, avoid sending
