BUG button "update substate" not available in the other companies (v15)

module: base_substate version: 15.0

My client is using your application "Base Sub Substate" and we have an issue because only 1 of 3 companies can see the button "update substate". He started to use the application for one company. Then he wanted the same for 2 other companies but they don't have the button "update substate".

I can not add the ID of the company so the button is not invisible for the 2 last companies, which also use the substate app.
