Module migrated to version 18.0

@arantxa-s73 Functional Test. I found an error when creating a base substate and adding a target state value. (or when clicking by clicking demo data) Selection_010

I'm not sure if the error from base_substate or purchase_substate

@ellbristow changes made, the error when installing still appears, if so do you install on an empty bd or with data?

Functionally tested, no longer blocked by dependencies. Looks like the base substate PR was merged :)
