Is your feature request related to a problem? In previous versions, when a user is set with permission as "User", it was able to see and use the chatter if he was a follower of the PR (even tough he was not the one that created it). In v16 he can see the chatter but is not allowed to use it.

Describe the solution you'd like Probably the best solution would be to create a new level of permission in which the person can see all the PRs (and use the chatter) but is not able to approve them.

Describe alternatives you've considered To allow the chatter, but it sounds more as a workaround instead of a solution.
