[18.0][IMP] partner_contact_address_default: add option to allow selecting any partner
Forward port of https://github.com/OCA/partner-contact/pull/2187 This PR adds an option to allow selecting any partner for default addresses, instead of restricting selections to child contacts.

For future reference, the following is noted: If we want to restrict the shipping and billing addresses linked to a contact on the sales order using a domain, we will need an additional module specifically for the sale application.
