[16.0] operating_unit: Allowed Operating Units is not editable

Describe the bug

When I change the "Allowed Operating Units" on a user it changes back to the original / default value.

To Reproduce

Affected versions: 16.0

Steps to reproduce the behavior:

1. go to the admin user;
2. remove an ou from the "Allowed Operating Units" field (e.g. B2C of the demo data);
3. save the record;
4. the removed ou is back.

Expected behavior The field to persist as is.

Additional context Tested on runboat and locally.

Yes, is this intended behaviour?

No, it is not intended, but it is kind of a known issue. It would be good to fix it even if it only affects admin.
