Missing "mgmtsystem" dependency for "document_page_quality_manual"

The "Management System" menu is not created and the README is not consistent.

Describe the bug

"document_page_quality_manual" module seems to be missing the "mgmtsystem" dependency, which causes that the "Management System" menu is not created.

I am not sure if it actually needs the "Management System" menu. The README says "go to Management Systems > Configuration > Categories" but the template is actually created in "Knowledge > Pages > Categories".

The rest of de "document_page_" modules have this dependency with "mgmtsystem" or "mgmtsystem_manual".

To Reproduce

Affected versions: 13.0, 14.0, 15.0, 16.0

Steps to reproduce the behavior:

1. Install "document_page_quality_manual" module
2. The menu item "Management System" does not appear
3. The "Categories" menu is actually in "Knowledge > Pages"

Expected behavior The menu item "Management System" should be created
