[8.0][FIX] remove netsvc

sostituzione di LocalService() per l'utilizzo dei workflow in quanto deprecata.

Comportamento attuale prima di questa PR

errore nel log: openerp.netsvc: LocalService() is deprecated since march 2013 (it was called with 'workflow').
