14.0 add base delivery carrier files document

So this module had existed before it was removed.It depends on a currently un-merged but pull request v14.0 of base_carrier_files by StefanRijnhart I hot issues when adding commit history because of the removed files in v10. So added it as a new module for v14.0 for any interested parties.

NB: Having issues with travis intergrating stefan's branch on oca_dependencies.txt. Someone can point out the issue?

@KKamaa I rebased on https://github.com/OCA/delivery-carrier/pull/529 in this branch whilst keeping your code the same, could you use that and force-push over here? Then I'll review the migration commit
