Menu not applied to users in manager group

To Reproduce

V 16.0.1.0.0

Steps to reproduce the behavior:

1. Install the module
2. Add user to group Business Requirement / Business Requirement Manager
3. User does not see the menu option
4. To resolve, add menu to group settings

Expected behavior

When adding user to group Business Requirement Manager, they would have access to the menu automatically
