[16][ADD] base_vat_mandatory_vies

Since january, the VIES vat check is not mandatory anymore in Odoo, it is only done in onchange and display a not blocking warning. This module aims to restore old behavior, where VIES check was really blocking. @alexis-via FYI

@rafaelbn @antespi @sergio-teruel As contributors of base_vat_optional_vies, not sure if the latter is still usefull since it does the opposite ? (not sure though, I don't know this module)
