Instantiate `src/arazzo.md` on `Dev`

As part of the improved branching structure, we omitted the step of having src/arazzo.md as the root work-in-progress specification file and have a similar structure across all vX.Y-Dev branches.

It should be created from the currently published v1.0.1.md
