docs: stated translating the documentation to Kiswahili

This PR is about Stating to converting the available Documentation in the English section of the docs folder to Kiswahili.

Translations:

• Arrays -> Safu
• Function -> Kisaidia-kazi (In this part I have done word concatenation) Though function can also be translated to fanksheni (Kwa kutohoa)
• Comments -> Maoni
• If -> Kama
• Else -> Sivyo
• Else if -> Kama Sivyo
