Global Bans for Battldayz

I'm making this issue to address a new feature coming up for the anticheat system. We will now have Global Bans as a server option to have a "blacklist" sort of. Only the Battldayz anticheat will have permissions to add a new global ban and only if server owner enabled this feature.
