Update and standardize README and its l10n copies

The Chinese translated version of the README is well out of date, last updated 2 years ago. The current English README needs to be translated to replace this old one, or to be removed. .github\.translations\README-zh.md

Could you change the title to something more generic? Something like "Update and standardize README and its l10n copies". Seems like every translation have different formats/version. @SillySam

All updates and translations of the README are extremely accepted, however I only speak two languages, and none of them are chinese lol.
