[Request] `Advanced Settings` menu during poll creation

This sub-menu is supposed to contain several new features:

• Static options: Options on this poll cannot be manipulated. Nothing can be added or removed. (https://github.com/Nukesor/ultimate-poll-bot/issues/49)
• Enable max-votes-per-option. E.g. An option can only be chosen by max 2. people (https://github.com/Nukesor/ultimate-poll-bot/issues/43)
• Global vote limit per poll. E.g. only 100 people are allowed to vote on this poll.
