[Suggestion] Add /vanishsee toggle

Add command to allow seeing vanished players.

This will get done as soon as Contextual Data arrives, we can't do it before then.

image A permission node is already available on latest Nucleus. I've changed the ticket to make way for a possible (future?) toggle command, once Contextual Data is added to Sponge.
