New command - Contextual Player Time

In the original Essentials plugin there was a command "/ptime" and I think that would be a great addition to the plugin, but I'm not sure if it is possible until contextual data is added completely to Sponge. If possible the addition of "/pweather" would be great as well but I'm not sure if that is possible either.

• Aliases: "/ptime"
• Accepts the same arguments as the time command, possible a player argument before that as well with a separate permission.
• Sets contextual time for a specific player that stays comstant, so it can be night or day or simular if they prefer a different light view than what the server is.
• Use the command again with no arguments to set time back to server time.

(If pweather is possible as well it would work in the same fashion)

I think you're right, we'll be waiting for Contextual Data. However, I'll keep an eye out for when that happens.
