[libbladeRF, FX3] bladerf_device_reset() does not allow libbladeRF to close device cleanly

The reset request to the FX3 via bladerf_device_reset() causes the device to reset immediately. This results in the device dropping out underneath libbladeRF's nose.

A better solution would be to implement something similar to the proposed solution to #442.
