Change Search URL param from `includeComputedFrameworks` to `includeCompatibleFrameworks`

Based on the feedback here: https://github.com/NuGet/NuGetGallery/pull/9835, we're looking to change references of 'computed' to 'compatible'.

We already changed the UI filter label here: https://github.com/NuGet/NuGetGallery/pull/9842

But we still need to change the URL parameters, which will require work in Gallery and Jobs.

This will also need an index rebuild.
