Redesign banner on NuGet.org

In order to improve customer experience:

  • make banner dismissible
  • redesign the banner UI

@lyndaidaii any update regarding making banners dismissible? Looks like we are making increasing use of banners on NuGet.org, so I feel this is work that should be prioritized sooner rather than later 🙂
