[Search] Filter by license

Feedback from Developer Day. We should be able to filter search results by license type, like "MIT".

There are many packages on nuget that are under proprietary licenses or have no license at all. It is not always possible to use them in a legally watertight manner. Filter options like Any License that excludes packages without a license or Open Source for any OSI approved license would be very useful.
