Consider including the "Reload permissions from attached wikis" link in this message too. That appears to be the fix.

I decided to use Codex instead of mediawiki.legacy.messageBox, because the latter emitted a deprecation warning in my JavaScript console. Before:  After:

@siddharthvp is the better person to review/merge this one since he has been following more closely.

I've changed the scope of this to just categories, since #209 covers the duplicate banners issue
