Resolved in https://github.com/jenkinsci/theme-manager-plugin/pull/93, released as v1.3 of the theme manager.

Oic, I read it as the dark theme not returning after rebooting.

Looks like it's coming from here:  Deactivating restores the intended design, I guess? 

We could do the latter, to not drop Windows testing at all. 👍🏻
