Could not set interface wlan0_1 flags (UP): Resource busy.

Unfortunately, I can't get hostapd to stay up with my config. It gets stuck in "Could not set interface wlan0_1 flags (UP): Resource busy."

Here is the set up.

Is this a Network Manager issue?
