Fixes #27626: Compliance displayed in tab "Target rule" in directive page is not valid

https://issues.rudder.io/issues/27626

The rule compliances were computed only once when the page was loaded, which would lead to inconstencies. Now, we compute compliances each time we click on a new ajax button "Target rules"
