Describe the feature

The library and nRF Mesh expect the Provisioner's Unicast Address to be in that Provisioner's Unicast Address range. This is only implementation requirement and other implementations may have it differently. The lib should allow for the address to be from outside any range or inside another Provisioner's range.

This is related to #578.
