everytime i open it it closes and says this

yes it does the same thing whether i run as admin or not

are you running the game with EAC enabled?

yes do i need to turn it off?

Yea, you can't do any modding to the game with EAC enabled. There is an offline launcher on Nexus by Luke Yui that works well, or you can put steam_appid.txt in your game folder with the number 1245620 inside of it, and then launch the game from the exe, directly, not Steam.
