For noresm2_3_develop update CIME for betzy

Is your feature request related to a problem? Please describe. A clear and concise description of what the problem is. A lot of the modules in the machine configuration for Betzy are scheduled to be deprecated this month. As of today there are already problems on Betzy with this upgrade. The CIME Betzy configuration needs to be updated to account for the new modules on Betzy.

I suggest to make a separate issue and milestone for NorESM2.1, as these developments will have to be included on different branches.

@mvertens , @mvdebolskiy - Is this still an issue we need to address?

CIME has been updated after the Betzy upgrade. Current version is cime5.6.10_NorESM2_3_r5 for the three branches noresm2, noresm2_1_develop and noresm2_3_develop.

Should not be. Since all three versions run on betzy.
