From a quick look at the code it seems that they already are independent: https://github.com/widelands/widelands/blob/fdadf5408347804254e49e21998c9d294d2d4247/src/logic/map_objects/world/terrain_description.cc#L160-L163 there's no code there to check for relations between `valid_resources_` and `is_`
