Bump EDR to v0.12.0-next.17 for Hardhat 2

This PR bumps EDR to v0.12.0-next.17 for Hardhat 2.

It changes the default hardfork for L1 to Osaka, and for OP to Isthmus. We also addressed a bug in checking for the transaction gas limit for RPC requests.
