Add support for blob transactions mempool

Implementing this is not currently on our roadmap. This issue is meant to gauge how much interest there is on this feature.

Keep in mind that you can still use blob transactions when automining is enabled. If that's not enough for your use case, please upvote this issue and, if possible, let us know more about why you need it.
