Create an POC of an ESM-only Hardhat

Once EDR + HH has been released we want to fork main and create a proof of concept of HH that is ESM only. In particular we want to understand:

• how much of HH had to be turned off?
• given plugin incompatibility how many feature are still operable?
• what issues with ESM had we not realised?

In particular we need to understand ESM and typescript better in the HH context.
