WIP: feat: calls to revm with non-forking database

Implements an MVP of rethnet with:

• revm
• non-forking database
• napi interface
• first mocha test of rethnet working in Node.js
• GitHub CI

To do:

• [ ] test GitHub CI workflow
• [ ] squash
• [ ] husky hooks for clippy, rustfmt, and tests

Won't do:

• Callbacks to JS code
