Migrate ForkStateManager tests

We removed the ForkStateManager.ts module and its tests but we didn't migrate those tests.

These are the latest versions of those files before removing them in https://github.com/NomicFoundation/hardhat/pull/4881:

Definition of done

Add tests to EDR that cover the same functionality covered by the test/../ForkStateManager.ts tests.
