Feature Request: Block Users just from Chat

Hi, I was wondering if this is possible to add or is possible today but I'm missing the config area for it.

From my understanding the Blocks page not only Blocks chats but also seeing the blocked persons posts. (Correct me if I'm wrong).

We have an issue where our Mods/Staff Contributors need to see everyone's posts to take actions on/respond to them but some users will message the mods through Chat after an action to complain. The complaining doesn't really warrant a ban but would be nice to limit this type of interaction. Maybe through one/all of the below ways.

1. Block a User just from sending Chat messages to you (but see there posts).
2. Ability for a user to just turn off Chat for themselves.
3. Ability to include/exclude messages from people in certain groups they have visibility of.

Is there a better approach to the above that the Nodebb team can think of to achieve the same result?

There's already an option that allows you to only receive chats from people you're following.

I did see that option but thats kind of the opposite of what we need. With over a million registered user, having to follow all but a select few bad apples would be painful. Though an option to bulk follow based on criteria could be a 4th option for the list
