Can't trade with NPCs in Survivor Encampment

I am unable to trade with the NPCs in a survivor encampment I came across, I can initiate a trade and bring the screen up but whenever I try to trade anything at all I just get a "NPC doesn't have the appropriate pockets to accept that" message. They have goods to buy but I can't buy anything because I can't trade anything. With a little bit of experimenting it looks like if I force them to wear a backpack I can trade with them, I'm not sure what changed but I know in the refugee center when you trade with the merchant there they can use the shelves and such as storage and that gets calculated into the trade window along with the items stored on them. So it looks like the code needs updated to include these changed for them to work properly if they don't have any wearable storage like a backpack.
