Energy weapon tiers

Create new energy weapon tiers, divide vanilla weapons and mod weapons to each tier, adjust stats accordingly.

Tiers are, in a nutshell:

Laser: Very energy efficient, damage equivalent to .223 rifles, no recoil, very accurate, no dispersion, little to no existent armor piercing capabilities (maaaaaybe to the point light armor will make them almost null), very damaging to biology, flamable.

Plasma/Chemical: Medium energy efficiency, require external fuel source along it's UPS cost, high recoil, moderate accuracy, effects on damage, armor piercing, and general effectiveness dependent on "ammo" used.

Ionic: High energy cost, high recoil, very accurate (wide aoe damage), very damaging to biology and electronics, slight ignorance of armor, emp capabilities, flammable.
